Harper spoke at the first European Charismatic Conference at Strasbourg and was on the organising committee. Harper also attended conferences in France (Porte Ouverte), the World Pentecostal Conference in Nairobi, ARM at Haywards Heath and the large Lutheran Renewal conference in Minneapolis. Harper met Charlie Moule in February and Mother Terea in India. He became an adviser to Television South (TVS) working with Cardinal Cormac Murphy-O'Connor. There was also controversy with Colin Urquhart/The Bethany Fellowship and The Bugbrooke Fellowship.

Overseas visits to: USA/New Zealand/Australia/Singapore/Sri Lanka/India (January/February), Finland (February), USA (March), Denmark (April), France (May), USA (August/September), Kenya (September) and Singapore/Japan/Canada/USA (October/November).

Ministry took place at: St. Mark's, Kennington, Norwich, Cambridge, Guildford, Folkestone, St. Albans, Faith College, Millmead at Guildford, Horsham, Skargill, Manchester and Southwark.

Conferences included: LBC, Lydia Fellowship at Swanwick, LBC, Malvern (Don Double), Evangelical Alliance, ARM and CLC.
